La crise du logement s’aggrave en France

Saturation de l’hébergement d’urgence, difficultés d’accès au logement social et privé : la crise du logement s’aggrave en France et touche de nouveaux publics, alerte mercredi la Fondation Abbé Pierre, qui dénonce l’absence de réponse du gouvernement. "La crise du logement s’accélère à un rythme extrêmement inquiétant, face à cela le gouvernement continue une politique d’austérité, ce qui est pour nous une erreur fondamentale", a commenté lors d’une conférence de presse, Christophe Robert, délégué général de la Fondation Abbé Pierre.

La crise touche d’une part les populations les plus fragiles.

La Fondation Abbé Pierre s’inquiète ainsi d’une hausse des expulsions locatives, qui ont atteint un niveau record en 2022 (17.500), selon son rapport annuel sur le mal-logement publié mercredi. De même, le nombre de personnes à la rue augmente, en particulier celui d’enfants. Plus de 8.300 personnes, dont 2.800 mineurs ont été refusés chaque soir par le 115 à l’automne dernier, contre 6.300 un an plus tôt. La saturation de l’hébergement d’urgence n’est plus un problème hivernal mais persiste désormais toute l’année, déplore la fondation.

En parallèle, les demandes de logement social sont au plus haut : 2,6 millions de ménages figurent sur liste d’attente aujourd’hui, alors qu’elles étaient 2 millions en 2017.

Étudiants impactés

En outre, les problématiques liées au logement touchent désormais "bien d’autres publics", s’inquiète la Fondation. Les étudiants et les ménages sont confrontés au "rétrécissement de l’offre locative" et à une hausse des loyers en raison du développement des locations touristiques de courte durée (AirBnb, Abritel, etc.).

Hausse des taux

Un certain nombre de ménages ne parviennent plus à emprunter pour accéder à la propriété du fait de la hausse des taux d’intérêt et la construction de nouveaux logements, notamment de logements sociaux, chute. Pour la Fondation Abbé Pierre, cette crise est "inédite" car "elle grippe toutes les sphères du logement en même temps, avec une force et une rapidité inouïes". Et pourtant, le gouvernement continue de traiter la question de l’habitat "à travers le prisme budgétaire", dénonce-t-elle.

Eriger en priorité nationale la lutte contre le sans-abrisme, généraliser l’encadrement des loyers, revaloriser les aides personnalisées au logement (APL), relancer le financement du logement social... La Fondation émet une série de propositions pour faire reculer le mal-logement dans le pays.
